It definitely was not a filler episode cos the anime doesn’t have filler plus winry is gonna develop for eds automail so that’s story development right there. Not every story development has to be some revelation or a villain doing something

To quote Mikasa from attack on titan, “this world is cruel, but also beautiful”. Ed and Al live in a fucked up world where little 4 years girls and dogs get transmuted into a bloody chimera but that doesn’t mean that it’s not a world worth living in
