So you can guess that Irregulars are the only thing that defy the pre-established "rules" of the tower, and therefore it makes sense that people would want to use that power to change the system. Which is why everyone wants Bam to climb, and why they had to make it look like he "died" so that Jahad and his people think he's been already dealt with. It's so good lol! If you decide to read the webtoon up to chapter 78, it's explained better there.
