Eldians don’t actually get paralyzed when they drink the spinal fluid, Zeke just said that so they wouldn’t suspect anything. Falco got wine in his mouth along with everyone else in the military that drank it and can now be turned into pure titans if zeke uses his power. Falco might not be affected since they are trying to wash it out and it was only a small amount.
