I’ll clear up the things you seemed confused about, Gran Torino never had one for all, he said something like the previous holder entrusted all might to him to train. The way midorya is using his power now is he spread one for all throughout is entire body and leaving it on instead of just Powering up his arm for one attack. Lastly the hand dude called the guy on the screen master after he got shot up by the gun dude so he it seems like he’s teaching how to be a villain.
