Well, Gilgamesh presumes it once belonged to his treasury, and whoever else claims it would therefor be a thief, and any who would try to claim it should be punished under his law.

One cool thing is that it Flies at the speed of thought so it's controlled entirely by gilgameshs mind. Remember gilgamesh said in the grail discussion that he possessed every single treasure known to man in his gate of Babylon (the name of his noble phantasm) this includes ships, wines, chains, weapons, gold, basically anything. Thats why he wants the grail because it's something he does not have in his treasury and he's so cocky he thinks everything In the world belongs to him
