Also when gilgamesh told rider that he only had 1 true friend he is referring to enkidu which was a being created by the gods to put gilgameshs cocky ass in his place. He was gilgameshs equal in strength and he become his one true friend who could understand him and compete with him. Enkidu later died and his body was transformed into chains which gilgamesh keeps in his honor in his gate of Babylon. They were the chains that stopped rider right as he was about to reach gilgamesh.

It's origins are such that it is a divine weapon literally created by a God. It is a unique noble phantasm that only gilgamesh can wield. Gilgamesh is a demigod btw which is why he is making some of these other human servants look like scrubs and also why he believes them to below him.
