2023-04-17 04:45:59 +0000 UTCAlmost forgot to mention it, but you guys missed an important detail in one of the info dump episodes when they were explaining what the Legion was and types there are. They explained what "Shepherds" are specifically and they're basically what happens when they adopted an un-decayed brain structure of a living or recently dead humans, capable of full human intelligence and leadership. This is what we see with Shins brother and how it was possible. All the other Legions are far too "simple minded". That answers your question.
