Hitsugaya was alive when he was turned into a zombie hence why he still retains most of his original strength. Zombies are significantly weaker when they are turned after they have died. Hitsugaya can technically be broken out of the zombies power and still be good since he never actually died. The other 2 vizard captains were killed by gremmy the imagination kid and they cannot be brought back they done for good.
