She said she would delete every fluctlight, but if there were people close to Kirito he wanted to save, maybe 10 or so, she would archive them instead of deleting them; then he might be able to restore them after returning to the real world. So in the end he says here, he wants to find a way to save everyone, and if she asks him to pick just 10, she'd definitely be one of them.
